Mr. Javier San Juan has been the President and Chief Executive Officer of L’Oréal Canada since April 2006, subsequent to a 17 year career path within the L’Oréal Group. He now manages the 7th most important business subsidiary of the multinational in the world, one of the most flourishing of the 130 other group holdings.

L’Oréal Canada employs more than 1200 persons and has 3 establishments in the greater Montreal region, including the head office, the distribution center and a high performing manufacturing plant servicing more than 40 countries in the world.

Mr. San Juan took on the mandate of developing, at a rate twice as fast as the cosmetic market, the Group’s diversified brands. Whether originating from Europe, like Lancôme, Yves Saint-Laurent, Giorgio Armani and L’Oréal Paris, or from North America like Maybelline New York, Redken and Kiehl’s, or from Asia like Shu Uemura, these brands offer in Canada products to consumers from such diverse worlds as luxury, professional salons, pharmacies and mass distribution. Francine Lamoriello joined the Personal Care Products Council in January 2006 as Executive Vice
President for Global Strategies. Lamoriello previously served as Senior International and Business Strategy Advisor at Baker, Donelson, PC, Senior Director of International Trade and Investment Services at KPMG Peat Marwick, and as Director for European Internal Market Affairs for the U.S. Department of Commerce.

Prior to joining the Council, she focused on developing strategies for a wide range of U.S. and multinational companies to achieve their international trade policy and business objectives. Lamoriello also served as Director for European Internal Market Affairs at the U.S. Department of Commerce.

Howard Mains has more than 25 years of combined public service, business and consulting experience, affording him the distinctive ability to implement highly effective government relations strategies for private sector clients.

His experience includes directing or leading a variety of public affairs strategies – ranging from grassroots lobbying, to industry-wide advocacy efforts, to government relations campaigns that build awareness and support for client issues. Prior to joining TACTIX in 1998, Howard was a member of the environmental and public affairs practice groups of Burson-Marsteller and National Public Relations. From 1985 to 1989, he served on the staff of Hon. Paul Dick, Minister of Public Works and Government Services.

Reorganization at Health Canada

Helen Ryan is currently acting as the Director General of the Consumer Product Safety Directorate of Health Canada, where she is responsible for administration of programs related to the safety of consumer products and cosmetics, as well as for the Workplace Hazardous Materials Information System. She joined Health Canada last October to manage the newly created consumer product safety Risk Assessment Bureau. Prior to joining Health, she worked with Environment Canada where she led work on the oil and gas sector on issues such as climate change, oil sands and the fuel quality.  Prior to joining the federal government, Helen worked for the Region of Ottawa-Carleton and for the provincial government in Ontario in environmental protection and land use planning.
